Three-star tattoo men are men with a three-star tattoo on their forearm who have military training. Involved with the Global Blackout conspiracy, they are possibly Jericho mercenaries, though this has not been confirmed.

Three-star tattoo men are first seen in Mark Benford's flashforward, in which they are wearing masks and attempting to kill him. ("No More Good Days")
