Philippe Tarhan is one of four people to whom Lloyd Simcoe sends an email urging that they go public with the experiment that caused the Global Blackout and take responsibility for the 20 million deaths incurred. The other three email recipients are Gordon Myhill, Elizabeth Rhee, and Gabe Clayson. ("Playing Cards with Coyote")
Simon strongly disagrees with the course of action urged in the email and visits Simcoe at Angeles Hospital to try to dissuade him. ("Playing Cards with Coyote")
Simon visits Philippe in Toronto. It is revealed that Philippe is Simon's former professor. Simon tells Janis Hawk that Philippe is one of the few men he considers smarter than himself. Tattoo men working for Flosso kill Philippe, whose body is shown to Simon stuffed in a trunk. The furious Simon then kills Flosso. ("Revelation Zero, Part 2")
